Chapter 10 Part II -- Cap and Trade

We introduce cap and trade as an alternative system for controlling a negative externality, and show its equivalence to a tax, with a few key differences -- the most important of which is that a tax directly controls the price of the externality, while cap and trade directly controls the quantity produced.
